Community, Environmental and Cultural Issues


One of M3’s criteria for creating a truly great and livable master-planned community is locating it within an existing community with character and personality. The City of Eagle meets this standard.  M3 Eagle will adopt the city's planning values and will develop an architectural style that is appropriate for Eagle and the Eagle foothills.  The M3 Eagle master plan will also help sustain and enrich the vibrant equestrian culture of Eagle and the surrounding community by paying special attention to the environmental, topographic and viewshed issues of the foothills.

Some important questions about the Eagle foothills have been asked:

How will M3 Eagle harmonize with the existing topography?

Part of the philosophy for M3 Eagle is that growth and neighborhoods should work with, not against, native land forms. M3 Eagle—through enforceable design guidelines and agreements with the City of Eagle and community homeowners associations—will establish and incorporate hillside development standards and protection measures and employ sensitive grading techniques.

What is M3 Eagle's plan for open space?

M3 Eagle’s development plan includes a minimum of 20% open space, or 1,201 acres, with a goal of preserving 40% open space, or 2,402 acres of land for parks and open space. M3 is a leader in the development of lifestyle communities featuring full-service equestrian centers, riding trails, hiking trails and expansive open space.

In addition, M3 will work with the City of Eagle to connect its community trails and open space system to the planned Eagle Regional Park. This will provide residents of M3 Eagle and the public an opportunity to enjoy many miles of equestrian and pedestrian trails.

The M3 Eagle master plan will incorporate the development of a regional equestrian facility that will accomplish the following: hold major equestrian events, provide a facility for a college equestrian program, be a significant economic generator for the city, and provide recreational opportunities to the residents of M3 Eagle and the Treasure Valley.

Is wildlife mitigation a priority for the M3 Eagle community?

Wildlife mitigation is a community value for M3 and responsible stewardship has been a priority in every project that M3 has undertaken. M3 is preparing a wildlife and habitat mitigation plan for M3 Eagle and will provide mitigation in accordance with city requirements.

How does M3 Eagle conform to the City of Eagle Comprehensive Plan?

M3 Eagle is planned for a gross residential density between .5 and 1.19 units/acre. The overall density for the city’s comprehensive plan area is 1.26 units/acre. The city’s Western Area Plan, which contained 7,160 acres and was incorporated into the comprehensive plan earlier this year, had a gross density of 1.58 units/acre. The M3 Eagle master plan calls for 245 acres of commercial, office and mixed-use area, which is 4% less than that contained in the city comprehensive plan. M3 Eagle will also reserve a miminum of 20% of the project area as open space, with a goal of preserving 40%.
