Planning Principles
M3's vision is guided by a philosophy that M3 will develop each project as responsible stewards of the land, with sensitivity to environmental and cultural issues and a willingness to search for solutions that try to satisfy local interests. It is not always possible to meet every interest, but M3 will listen and be straightforward with its response to concerns and suggestions. M3 understands and respects that a resident in the area has a unique understanding of existing conditions and development constraints. M3's job is to find resolution and solutions whenever possible.
M3's vision for M3 Eagle is based upon the following planning principles:
- Create a buffer to existing lower density neighborhoods to the south and provide a transition of residential densities to simulate the existing Eagle Comprehensive Plan;

- Plan a live/work environment that creates employment, shopping, and educational opportunities within the community, thereby reducing vehicular trips outside of the community;

- Support and assist the city's proposal to acquire BLM lands for an Eagle Regional Park as a significant recreational and open space amenity, as well as an important transitional buffer that provides wildlife habitat and viewshed protection;

- Dedicate a gross minimum acreage of 20% of the project area, or 1,201 acres, as open space, with an overall goal of providing 40% or more of the project area, or 2,402 acres, as open space in exchange for bonus densities, to accommodate a variety of active and passive uses;

- Connect the planned Eagle Regional Park to M3 Eagle's neighborhoods and mixed use areas through a system of trails and open space corridors, including public trails throughout the community for pedestrian and equestrian uses;

- Create a variety of recreational opportunities which will include regional, community and neighborhood parks and trails, an equestrian events center and golf courses;

- Plan and dedicate land for schools, police, fire and other public facilities;

- Create attractive neighborhoods with a mix of housing types and price ranges that will respect and work with land forms, viewsheds and natural features;

- Establish covenants, conditions and restrictions, and community design standards that will stand the test of time and ensure a consistently high-quality of site planning, architecture, and landscaping for the community;

- Identify public funding mechanisms that will serve to offset the local and regional impacts of the development;

- Develop a sustainable water source based upon approved hydrological studies that will not negatively impact the existing wells in the area;

- Create economic growth and opportunity in the mixed-use and village center districts to benefit Eagle and the Treasure Valley;

- Participate in the creation and adoption of a design for the regional roadway system for the foothills area with the support of neighboring landowners;

- Find solutions to fund regional roadway system improvements that will accommodate the future growth of M3 Eagle and other lands within the Eagle impact area.
